GA, Fellow and Trainee Payroll Deduction Plan [9/21/09]
The message below was sent to HRPs on September 9th and is being reposted in NewsLink as an additional reminder.
To reiterate, the deduction for this payment plan is automatic. The Payroll Deduction Form for Graduate Associates, Fellows and Trainees is an acknowledgement that the GA understands their "other student fees" will be deducted on their monthly stipend check. The form is to be retained in the personnel file of the student.
This benefit is a request from the Council of Graduate Students. The fee payments will be spread over the entire quarter of appointment (at no expense to the student) eliminating the need to pay the entire amount of these extra fees at the beginning of the quarter. We expect All GA’s should sign the form as an acknowledgment that they are being placed into the payroll deduction payment plan. There should be no reason for eligible graduate students to opt-out of this plan.

New Payroll Deduction Payment Plan for students supported as Graduate Associates, Fellows and Trainees to pay their other student fees
In response to requests from the Council of Graduate Students, the University is streamlining the payment of other student fees by a phased implementation. A new payroll deduction plan is Part One of this implementation and is now in effect. Part Two will be implemented in Autumn 2010 and will involve the grouping of other student fees into broad categories.
Beginning Autumn 2009 all student fees not paid by the standard graduate fee authorization, (or picked-up by the appointing unit or student’s graduate program) will be paid via a new payroll deduction payment plan for graduate students supported as graduate associates, fellows, and trainees that are paid through the university payroll system.
As part of the appointment process, graduate students should complete the new form, "Payroll Deduction for Graduate Associates, Fellows and Trainees" to authorize the payroll deduction. The form is available on the Office of Human Resources web site at http://hr.osu.edu/forms/ga-feeauthform.pdf.
The completed form should be returned to the appointing unit’s Human Resource Professional (HRP) to be filed with other appointment documentation. GFA-eligible employees should use this new payroll deduction plan and not enroll in the Tuition Option Payment Plan (TOPP).
A job aid that illustrates the new payment plan charges and credits on the student statement of account is available here to assist you with answering questions that students may have.
The Payroll Deduction charge will be included with the Student Health Insurance fee on the student paycheck under the deduction code SHIA (Student Fees- After Tax).
During the week of Sept. 8, e-mail messages are scheduled to be sent to graduate students notifying them of this process.
Questions regarding the new payroll deduction plan or its charges to student’s Statement of Account should be directed to the Student Consolidated Services Center at 614-292-0300 or e-mail at scsc@osu.edu.
